This image was created using a technique I read in this month's Amateur Photographer magazine. In GIMP I opened the image, duplicated it to a new layer, applied a Gaussian Blur to the top layer and lowered its opacity. Then I erased the part of the blur layer you want to keep sharp. I think it looks quite cool!
